I would advise that the hotel would not appear to make a major contribution to Torbay’s holiday offer. In addition, the provision of good sized quality homes is unlikely to undermine the holiday character of the area, and would also offer that the site is of relatively limited significance in terms of its setting and relationship to tourism facilities”.
